This report examines the rate of accidents on rural trunk highways in Minnesota by looking at other elements of the roadside, specifically access points and signs.
In 1970 a concerned Congress enacted legislation which directed the Secretary of Transportation to develop guidelines designed to assure that factors of social, economic and environmental significance are fully considered in highway related decisions. These guidelines were issued to the states by the Federal Highway Administration (FHWA) in Policy and Procedure Memorandum (PPM) 90-4, "Process Guidelines (Social, Economic, and Environmental Effects on Highway Projects)", Appendix A.
Recognizing the uniqueness of each state, the guidelines aim to influence the method or process by which highway projects are developed rather than prescribe specific conditions or procedures. The detailing of each state's individual process is its Action Plan.
The projects listed in this report comprise the construction programs for fiscal years 1965 through 1968 on the regular trunk highways and on the Interstate and Defense highways in Minnesota. This is the first program to show projected construction four years in advance.
This report was published to study the effects that the construction of I-35 would have on the central business district of Faribault, Minnesota and on land use patterns in the city as a whole.

In 1973, a planned extension to Interstate 94 between I-694/494 and the St. Croix River was cancelled due to concerns raised by residents. This study is part of a restudy that was ordered by the Commissioner of Highways to find the best route for the freeway, taking in to account the resident's concerns. This report analyzes the effects the proposed highway would have on wildlife and vegetation.
