This Implementation Summary is part of Report 2024RIC02, "Using Apps to Notify the Public of Local Road and Bridge Closures," published in March 2024

Minnesota’s cities and counties continue to use data to improve operations and are leveraging newer technologies to work smarter. Use of telematics – activating communication systems to share real time information – is transforming local agencies opportunity for continuous optimization with Automatic Vehicle Location (AVL) systems using Global Positioning Systems (GPS).

This focus of this project was to: • Review and synthesize past research. • Survey local agencies to gather data, specifics, and current practices. • Conduct a series of working group meetings to identify causes and potential resolutions. The following information is a compilation of synthesizing technical documents along with input from practitioners. Some of the reported information is research based; some is anecdotal and/or advice from experienced practitioners. The intent of this document is to provide an overview so agencies can draw their own conclusions on how to best address these issues.
