The 20-year Highway Investment Plan provides the link between the policies and strategies established in the Statewide Transportation Policy Plan, which was developed concurrently, and capital improvements made to the state highway system. It identifies investments required to achieve and maintain highway system performance targets and priorities for available funding. Although investment priorities will continue to evolve over time, there is no doubt that a safe, efficient and sustainable transportation system will remain essential to Minnesota's economic vitality and quality of life, As the state's transportation leader, Mn/DOT embraces its responsibility to uphold the vision and policies presented in this plan.

This is the summary of the findings for the "Level of Investment in Various Systems" study conducted for District 8 by C. J. Olson Market Research, Minneapolis, MN 55415 during the months of February and March, 1995. Information was gathered from a total of 635 respondents residing throughout District 8 in a 13-15 minute phone interview. The respondents included 403 general public, 49 government representatives, 28 economic development employee, 33 business and industry employees, 31 transit providers, 30 commercial carriers, 30 emergency service providers, and 31 elevator operators. All 12 counties in District 8 were represented m the sample of the general public resulting in statistical reliability at the 95% confidence level of a plus or minus 5% margin of error.

Minnesota's public transit systems provide transportation alternatives to driving alone and enable all citizens to participate in the state's communities and economy. The Minnesota Department of Transportation (Mn/DOT)'s strategic vision is to be a global leader in transportation. Mn/DOT is committed to upholding public needs and collaboration with internal and external partners to create a safe, efficient, and sustainable transportation system for the future. To that end, Mn/DOT's strategic directions include improving mobility and accessibility for all Minnesotans through the promotion of public transportation. The Greater Minnesota Transit Investment Plan projects future need for transit services in Greater Minnesota and estimates the cost of providing additional services to reduce unmet need. In 2009, Mn/DOT completed the Greater Minnesota Transit Plan, a policy plan that defined the vision, policies, and strategies for transit in Greater Minnesota. The Greater Minnesota Transit Investment Plan identifies specific priorities for future transit investment. These investment priorities connect the goals of the policy plan to Mn/DOT's annual funding allocation to individual transit systems. The Greater Minnesota Transit Investment Plan will help decision-makers prepare for growing transit demand in Minnesota and increase public understanding of Mn/DOT's priorities for future transit investment.

In compliance with Minnesota Session Laws 2003 1 Special Session, Chapter 19, Article 3,1 am submitting this report on the 2003 Transportation Finance Package which is referred to as the Bond Accelerated Program. The report provides the information requested by the legislature on the current financing of the transportation projects accelerated under the Bond Accelerated Program. This BAP Report demonstrates that the 2003 Transportation Finance Package is on course to be one of the most successful state transportation construction programs in history. Seventeen major highway construction and safety/preservation projects are on schedule to be delivered more than 60 years ahead of their original schedules. This will result in substantial savings from inflation and provide transportation system users with significant benefits years ahead of schedule.
