MnDOT Research Program Strategic Plan 2017-2022

Description
In response to the top transportation trends in Minnesota; and opportunities and challenges facing its transportation system; MnDOT has developed this five-year Research Program Strategic Plan (2017 - 2022) to take stock of its research portfolio; refine its research strategy to support its overall vision and mission; and communicate the value of its research to a variety of stakeholders and audiences. The Plan was developed using extensive stakeholder engagement; a review of the guidance and best practices for transportation research programs; a Strengths; Weaknesses; Opportunities; and Threats (SWOT) analysis of MnDOT's approach to research; and in-depth analysis of MnDOT's approach to topic prioritization; funding; project and performance tracking; and partner relationships. These efforts were documented in detail in three working papers; and the main findings and recommendations that emerged are discussed in this Plan. This Research Program Strategic Plan makes six strategic recommendations on how MnDOT can improve both its research activities and research implementation. The Plan is a conceptual and agenda-setting guide; the strategies must be translated into internal actions and changes over the next five years by MnDOT to extract value from this strategic planning process.

In a world of rapidly changing needs, government must operate effectively and efficiently to deliver today's services and plan for tomorrow. Government agencies are facing dwindling budgets, increased citizen expectations, and morphing societal needs. In response, leaders are increasingly seeing innovation as a mindset and process to help solve challenging problems and improve the lives of the people they serve. The Minnesota Department of Transportation (MnDOT) is not immune from such challenges and in 2020 began the deliberative process of developing an innovation strategy to help the agency solve its greatest challenges and more effectively and efficiently deliver transportation services. The innovation strategy outlined in this report provides an actionable roadmap for fostering and sustaining a culture of innovation. This will lead to novel and sustainable products, processes, and practices that further MnDOT’s reputation as a national transportation leader.

The post occupancy evaluation (POE) of the Minnesota Department of Transportation's (Mn/DOT) St. Cloud District Headquarters Building focuses on a number of building-related and organization-related issues. To address Mn/DOT goals, a POE process objectively assesses the following: Building performance in light of occupant needs and wants; Client satisfaction with Facilities Management Staff. The purpose of the POE was to identify strengths and weaknesses in the building delivery process. The expectation is that the information generated by the POE will strengthen the services rendered by Facilities Management and consequently facilitate the delivery of high performance, cost effective buildings for Mn/DOT.

Description
Assessing the return on investment in transportation research is crucial to ensuring program goals are met, knowledge and technology are shared broadly, and future investigations are prioritized. A recent effort leveraged existing MnDOT and LRRB tools and processes to evaluate and communicate the value of innovation and research. A new benefit monitoring and communication framework, which can be tailored to individual projects, allows agencies to reassess a project and its benefits throughout the research life cycle.

This report is the first of several volumes prepared for the Minnesota Local Road Research Board (LRRB) which contain summaries of highway research projects which have been conducted in Minnesota. These summaries will be valuable references to City and County Engineers and others who are responsible for the construction and management of roads, streets, highways and other related facilities. Volume I summarizes over 50 research projects which have been sponsored wholly or in part by the Minnesota LRRB since 1959. These projects cover a wide variety of subjects including geometric standards, pavement design and evaluation, materials evaluation, and roadside turf establishment to name a few. Much of the information resulting from these projects is of value to all city and county engineers, as well as Mn/DOT engineers and the industry.

This document provides an overview of transportation planning and programming for all modes at the Minnesota Department of Transportation, Metropolitan Planning Organizations and Regional Development Commissions throughout Minnesota. The information provided presents a snapshot of current practice in October 2010. The intention of the overview is to provide a resource and reference for Mn/DOT employees and partners to better understand the complexity of transportation planning and programming in Minnesota. Although this overview describes planning and programming for all modes of transportation, it is not intended to be exhaustive and does not describe all aspects of the process in detail.
