This report documents the implementation of a Construction. Engineering Manpower Management System (CEMMS) for the Field
Operations Division of the Minnesota Department of Transportation (Mn/DOT). The report describes the problems encountered during the implementation and makes suggestions for neutralizing similar problems that might be encountered during comparable implementation in other states.
The CEMMS is designed to provide a uniform method for controlling and estimating construction manpower. The system employs microcomputer software that runs in each of Mn/DOT's nine districts. The system was designed and the system software written by the field engineers that use the system.
This report was prepared for FHWA Contract Number DOT-FH-11-9122.
