This Quick Reference Guide accompanies report 2016RIC10, Intersection Safety Technologies Guidebook.

This Guidebook contains information that should be useful to engineers as they consider alternative solutions to traffic safety concerns at side-street STOP controlled intersections. It is the intent of this guide to provide the engineer information to aid in the consideration, selection and deployment of LED STOP signs and ICWS at these intersections. These safety strategies should be included for consideration along with other safety improvements detailed in the TEM and Traffic Safety Fundamentals Handbook such as improving visibility of the intersection with improved signing, pavement marking, and intersection lighting; improving sight distance by providing clear sight triangles on all approaches; selecting appropriate traffic control such as ALL WAY STOP; and reduce conflict points through geometric design such as turn lanes or bypass lanes. In 1993, MN passed a law exempting Implements of Husbandry (IOH) from size, weight and load restrictions. Over the last two decades, as farming practices have changed from family to corporation, the size and weight of IOH have increased dramatically. As IOH continue to increase in size and weight, there is a serious concern about how these IOH are damaging roads. The states surrounding Minnesota have addressed this concern by establishing maximum gross weights and gross axle weights; Minnesota has not. This brochure provides background information on the history of IOH; summarizes neighboring states’ IOH weight restrictions and provides links to recent research data that details the damaging effects IOH have on pavements.

The intent of this document is to help local agencies identify the appropriate work zone layout based on the maintenance activity that will be performed. This document is intended to be used as supplemental guidance to the Temporary Traffi c Control Zone Layouts Field Manual (dated January 2014). The information presented here does not replace or override anything within the fi eld manual. Agencies must follow the standards and guidance contained in the Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD), including the Field Manual.

The Minnesota Local Road Research Board (LRRB) has developed this guide to provide local governments, with guidance on the Title II Public Rights of Way aspect of the American’s with Disabilities Act (ADA) Requirements set forth in the Code of Federal Regulations (C.F.R.). This guide provides a model transition plan (see tab above) to be used as a template as each agency develops their plan.
