Description
The need has grown for Project Managers who know Mn/DOT's increasingly complex-business and who are able to work horizontally across internal functional specially areas as well as with external public and agency groups/individuals. In effect, a new cross-fictional generalist group-Project Managers—has emerged to integrate the still necessary work of the functional specialists (vertical) in the new organization. Mn/DOT is recognizing this need and gradually adapting to the changing environment. But more needs to be done. Ma/DOT, as a learning, adaptive organization must continue to learn how to improve cross-functional integration. The Project Management Task Force was formed in 1991 to study the needs and make recommendations as to how the department can advance the state-of-the-art of project management in MnDOT.

Moving Minnesota from 2000 to 2020 is an addendum to the 1997 Minnesota Statewide Transportation Plan. The policies set forth in the 1997 Minnesota Statewide Transportation Plan continue to provide the framework for transportation planning. Moving Minnesota from 2000 to 2020 incorporates several major activities implemented by the Minnesota Department of Transportation (Mn/DOT) in the past three years: -Completion of the first effort at performance-based planning for the state highway system. -Identification of interregional corridors linking the state s regional centers. -Assessment of the adequacy of Minnesota's state highway investments. -Reaffirmation ofMn/DOT's three major strategic directions. -Adoption of four strategic objectives. Mn/DOT provides Minnesota with a balanced transportation system, one that addresses all modes of transportation. Mn/DOT's Strategic Plan, Charting Our Course integrates public views and state policy goals into a long-term vision for Minnesota s transportation system. From information gathered at citizen dialogue meetings throughout Minnesota, Mn/DOT developed a strategic vision and mission for the department. Mn/DOT's vision describes what Minnesotans want the transportation network to become and Mn/DOT's mission describes the Departments fundamental purpose.

The purpose of this report on the Department of Transportation (DOT) concept and its acceptance and implementation by growing numbers of states is to assist in fulfilling the Task Force charge to "study the transportation needs of the State and devise plans for the future which shall encompass all modes of transportation." A D.O.T. organizational structure should by its very nature encompass all modes of transportation and could, if so organized, accomplish coordinated and integrated planning and administration of all modes. In this report the attempt is made to provide Task Force members with factual data regarding the status of State DOT development nationwide and with a substantive analysis of the organizational structure, mechanics, performance, and problems of states with DOT experience. It is hoped that this analysis will assist the Task Force in evaluating the desirability of recommending the establishment of a State level DOT, in order to assist in achieving coordinated, comprehensive, statewide transportation planning in Minnesota
