At the request of the Commissioner of Public Works, Mr. Frank Marzitelli, the City Planning Board has made a study of the State Highway Department's proposal for the Interstate Highway System in st. Paul. We submit, herewith, this report which conveys the City Planning Board's analysis and recommendations concerning this proposal.
