The time honored and traditional methods of surveying, describing, acquiring and monumenting highway rights of way have become untenable in this age of complicated highway design, high property values, new surveying technology, and changing recording systems. Recognizing this, the Minnesota Department of Highways originated and supported new Minnesota legislation which will permit the filing of plats for right of way acquisition rather than by the usual written descriptions by center line reference or metes and bounds. Although the plats will clarify and simplify the proper procedure, their optimum value can be achieved only with a good survey and monumentation system.
