In Minnesota, the present upturn in the economy and the state emphasis on attracting new and expanded development has
generated increased growth. This in turn has placed more demands on existing highways and increased the demand for new transportation facilities.
Recent Congressional and state legislative actions have increased the level of funding available for several public
facility programs. However, backlogged needs and escalated costs continue to limit government's ability to finance and
expedite the infrastructure improvements necessary to support new and expanded development.
In response to this situation, many developers, local governments and state public service providers are actively pursuing cooperative public - private partnerships to finance needed infrastructure improvements and new facilities.
