This report asks the question, "What happens to a series of communities along a high-type blacktop and concrete roadway when a new highway is constructed in a nearly parallel location?" Previous economic impact studies by the Minnesota Department of Highways have asked the same question numerous times. However, they have concentrated efforts on one or more towns that have been bypassed. This study analyzes several communities along Trunk Highway 10 in west central Minnesota to determine if there have been any obvious signs of either growth or stagnation since Interstate Highway 94 was completed.

The US Highway 53 Virginia to Eveleth Draft Environmental Impact Statement (Draft EIS) published in December 2014 described the transportation and environmental impacts associated with the termination of easement rights for a one and a half mile segment of the US 53 corridor where it crosses the United Taconite open-pit mine between Virginia and Eveleth, Minnesota. On May 5, 2010, United Taconite (UTAC) and RGGS provided notice to the Minnesota Department of Transportation (MnDOT) that the 1960 easement rights would be terminated. Under the original easement terms, MnDOT must vacate the US 53 easement within three years of notification. In response to the notice, MnDOT requested a seven-year timeframe for relocation of US 53. The two parties have signed an agreement to modify the easement vacation date to May 2017.

It covers: 1. crack treatments (clean and seal, rout and seal, full-depth crack repair); 2. surface treatments (fog seal, seal coat, thin hot-mix overlays); and 3. pothole patching and repair (cold-mix asphalt, spray injection patching, hot-mix asphalt, slurry or microsurfacing material).
