In 1970 a concerned Congress enacted legislation which directed the Secretary of Transportation to develop guidelines designed to assure that factors of social, economic and environmental significance are fully considered in highway related decisions. These guidelines were issued to the states by the Federal Highway Administration (FHWA) in Policy and Procedure Memorandum (PPM) 90-4, "Process Guidelines (Social, Economic, and Environmental Effects on Highway Projects)", Appendix A. Recognizing the uniqueness of each state, the guidelines aim to influence the method or process by which highway projects are developed rather than prescribe specific conditions or procedures. The detailing of each state's individual process is its Action Plan.

The survey gathered information on what communities in the State have planning commissions or agencies, what agencies have a salaried staff, whether or not a planning-budget exists, whether Federal aid has been received, and what types of plans have been prepared.

This guidebook was developed to help Minnesota transportation agencies evaluate their uncontrolled pedestrian crossings and determine appropriate treatment options. The guidebook recommends when to install marked crosswalks and other enhancements at uncontrolled locations based on a number of factors, including the average daily vehicle count, number of pedestrians, number of lanes, and average vehicle speed. It helps agencies rate a crossing for pedestrian service, and it includes a flow chart and several worksheets to assist in data collection and decision making. When using the guidebook, practitioners are guided through an 11-step evaluation process. Based on the results of the evaluation, users can identify what level of treatment is appropriate for their location, ranging from in-street crossing signs to overhead flashing beacons to traffic calming devices such as curb bump-outs. For each potential treatment option, the guidebook includes information on advantages, disadvantages, recommended locations, and cost. The development of the guidebook was funded by the Minnesota Local Road Research Board.

This report was created at the request of the Bureau of Public Roads to forecast the construction and maintenance costs for Minnesota roads from 1965-1985. After 1972, costs were expected to increase.

The Critical Feature Survey was undertaken for the study of trunk highway needs and for the determination of practical road capacities. The Critical Feature Survey was conducted on all rural 2-lane sections of the trunk highway system. The data collected relates to sight distance, gradients, curves, and superelevations of curves. Data were not taken on the so-called institutional highways or on portions of the trunk highway system under construction.

This report was created to study I-35 in Duluth, Minnesota in preparation for its expansion in the the 1970s. It set out to answer three questions: 1. What are Duluth's major transportation needs, particularly in the eastern one-half of the city? 2 . What solution or solutions are capable of meeting these needs, particularly as they relate to the interstate program and to major city goals? 3 . What should be the specific design solution to capture and realize the most positive community opportunities?
